The total population in the Alleghany Highlands Labor Shed (Virginia counties of Alleghany, Bath, Botetourt, Craig, Rockbridge; Virginia cities of Covington and Lexington, and West Virginia counties of Greenbrier and Monroe) has increased by amost 10 percent since 1990.
